Joseph N. CARTER was born in Hardin County, Kentucky, March 12, 1843. He came to Illinois with his father's family in 1857. At the age of twenty-one he entered Illinois College at Jacksonville, graduating three years later. He entered the law department of the University of Michigan at Ann Arbor in 1866, and received his diploma in 1868.

Mr. CARTER located in Quincy in July of 1869 and was admitted to the bar in the following November. In March of 1870 a law partnership was formed with Mr. William H. GOVERT, under the firm name of CARTER & GOVERT, which continues to the present time.

Mr. CARTER was elected to the Thirty-first General Assembly in 1878, and was re-elected to the Thirty-second in 1880. He also served in the called session of 1882 which was convened to re-district the Congressional and State Senatorial districts.
